These aren't random names—they're the three most hated members of Lord Liverpool's Tory government. Foreign Secretary Castlereagh supported the Peterloo cavalry charge, Lord Chancellor Eldon opposed all reform, Home Secretary Sidmouth ordered the Manchester magistrates to disperse the crowd.
Death in Apocalypse
Revelation 6:8—"I looked, and behold a pale horse: and his name that sat on him was Death." Shelley's making Anarchy into the Fourth Horseman, but the twist is this horseman represents the government, not chaos.
Paper coin forgery
Britain suspended gold standard in 1797, flooded economy with paper money. Shelley's saying paper currency is literally forged—fake claims on real wealth that workers produce but never own.
Targes
Scottish shields, large enough to cover the body. He wants words that protect like armor—the imagery throughout this section is military (swords, bayonets, phalanx) but the weapons are rhetorical.
